The Engagement

Structure, Delivery, Transfer

The Objective — Certified Operation

The engagement concludes when the institution successfully completes the certification audits — Stage 1 and Stage 2 — conducted by accredited certification bodies for the selected standards. At that point, obligations are identified, controls are executed, and evidence is produced by the institution itself, within its own processes, on its own records.

Post-certification advisory support is available where the operator requests it, at defined scope and fee — for the maintenance of the systems or their further development. It is a service option, not a continuation of the engagement.

Structure, Delivery, Transfer

The engagement unfolds in three levels — structure, delivery, transfer — the macrostructure of the program. The three pillars of the Framework — risk mapping, architecture, certification readiness — operate within this structure, principally within delivery.

Structure

The engagement opens with a systematic assessment of the institution’s existing compliance posture: the obligations currently honored, the controls currently practiced, and the distance between practice and the requirements of ISO 37301, 22301 and 27001. The purpose is not to produce a report for filing but to establish the mandate — a documented baseline and risk profile that defines what the system must achieve, in the order the institution’s actual exposure dictates.

Delivery

Work proceeds through the pillars of the Framework: risk mapping first, architecture second, certification readiness third. The obligations register is populated; continuity tolerances are derived from the BIA and encoded into the system; security controls are implemented and evidenced. Implementation includes revision of procedures, calibration of records and training of personnel — the realization of the architecture on the ground.

Transfer

The institution’s own people operate the system, within its own processes, on its own records, ahead of and through the external audit. Hab Gov Strategics prepares the institution for the certification audits; the audits are performed and the certificates issued by the accredited certification bodies.

Roles

The institution implements the system according to agreed indications with management. Hab Gov Strategics operates as strategic advisor and systems architect, alongside regulatory counsel, from opening assessment to certified operation. Accredited certification bodies perform the independent Stage 1 and Stage 2 assessment, then issue the certificates. The firm’s role is limited to design and transfer; it does not certify, and it does not remain embedded in the system after the engagement closes.

Engagement Parameters

Scope, schedule and fee structure are defined in a dedicated proposal following the opening assessment. Parameters reflect the institution’s size, complexity and the number of operating sites involved. The program assumes a single coherent system; bundled engagements are priced against that design, not against three parallel documentation efforts.

Parameters of Transition

The institution retains full authority over its management system throughout the engagement.

The result is a certified system in which the institution operates independently: one system, one chain of evidence, closing with the successful completion of the certification audits.
