The Framework

Three Pillars of Alignment

The transition from the legacy QSR to the QMSR is not a documentation exercise. It is a reconstruction of the quality system’s architecture to satisfy both the incorporated international standard and the residual federal mandates.

Hab Gov Strategics designs this architecture through three distinct phases.

Gap Analysis & Risk Mapping

We begin with a forensic assessment of the distance between your current QSR-compliant system and the new QMSR/ISO 13485 baseline.

The analysis isolates specific vulnerabilities where legacy processes fail to meet the new risk-based requirements. It maps the divergence in terminology and identifies the residual FDA-specific obligations that fall outside the standard—labeling controls (§ 820.45), electronic records (Part 11), and combination products (Part 4).

The output is not a checklist. It is a risk map that shows exactly where the system is exposed to inspectional findings.

System Architecture & Implementation

We design and deploy a QMS framework that satisfies the incorporated ISO standard and the federal mandates simultaneously.

This phase integrates risk management throughout the product lifecycle—from design controls to post-market surveillance. It establishes governance structures that withstand regulatory scrutiny and operational pressure. The system is engineered to absorb new rules without losing velocity, turning conformity into process advantage rather than cost.

Implementation includes the revision of procedures, the calibration of records, and the training of personnel. It is the realization of the architecture on the ground.

Certification Readiness & MDSAP Preparation

We prepare your organization for third-party certification audits and MDSAP participation.

The goal is external validation that the system is not only compliant but sustainable. We align your internal audit program with the MDSAP audit model, ensuring that the evidence you generate satisfies the five regulatory authorities simultaneously.

Certification is the control mechanism that turns the architecture into a demonstrably controlled state. It is the proof that the rest of the world reads.
